Dangote Enters Cameroon’s Oil Sector: A New Company in Douala, an Operations Hub in Kribi
Dangote Oil & Gas Cameroon SA: the Nigerian group has set up its petroleum company in Cameroon
Douala. After the announcements comes the legal act. Dangote Oil & Gas Cameroon SA was incorporated on October 28, 2026, with initial capital of 10 million FCFA and Bertrand Mbouck as managing director. Aliko Dangote is one of its four directors. Its headquarters are in Douala-Bonanjo, according to the legal notice published on October 29 in Cameroon Tribune. The company also declares an operations center in the Kribi industrial zone.
Capital at the legal minimum
The starting capital matches exactly the minimum required of public limited companies by Article 387 of the OHADA Uniform Act. The figure therefore says nothing about what the promoters intend to invest in oil infrastructure. The notice discloses neither the shareholders’ identities nor the split of the capital.
Incorporation follows a string of announcements
It comes three months after a petroleum storage and transport project was presented to the government. On July 21, 2026, Devakumar Edwin, the Dangote Group vice-president in charge of oil and gas among other areas, was received by Prime Minister Joseph Dion Ngute. He announced the group’s intention to develop a storage facility that could be linked to a pipeline network to ease fuel distribution.
On October 21, at the Financial Times Africa Summit in London, Aliko Dangote again mentioned an oil distribution project in Cameroon, described as close to being finalized. No details were given on financing, capacity or timeline.
From storage to refining: a very broad corporate purpose
The corporate purpose covers the design, financing, construction and operation of pipelines for crude oil, natural gas and refined products. The company may also build and operate depots, marine terminals and hydrocarbon loading and unloading facilities.
Its declared activities include import, export, storage, wholesale trade and distribution of fuels. Refining, petrochemicals, the marketing of LPG, lubricants and bitumen, and the operation of service stations are also planned.
This scope goes beyond the terminal project presented in July. It gives the company the legal ability to operate at several levels of the oil value chain, subject to regulatory approvals. The notice does not reveal which activities will actually be developed.
Bertrand Mbouck, from Dangote Cement to the new oil company
Management is entrusted to Bertrand Mbouck, who has headed Dangote Cement Cameroon since July 13, 2020. The cement maker’s official website still lists him as head of its Cameroonian operations. The notice does not say whether his new appointment changes leadership at the cement company or whether he will hold both roles.
On the board he sits alongside Aliko Dangote, Devakumar Victor Gnanadoss Edwin and Fatima Aliko-Dangote. Deloitte & Touche is the principal statutory auditor and KPMG Afrique Centrale the alternate.
Kribi, already in the sights of the SCDP
The declared Kribi base comes as the Cameroonian Petroleum Depots Company (SCDP) is also preparing a hydrocarbon terminal in the area. On October 13, the SCDP said it was considering laying the foundation stone before the end of 2026.
Nothing in the legal notice establishes that Dangote Oil & Gas Cameroon SA will take part in the SCDP project, or that it will operate the terminal the Nigerian group envisaged in July.
Key takeaway
The company now exists legally, with a head office, an operations center, a managing director and a board. What truly matters for the energy sector (investment amounts, shareholders, permits, timeline) has not been disclosed so far.
