Mais le véritable coup d'éclat de cette session est l'approbation du "PARRAS 24" (Plan d'Accélération des Mesures de Réhabilitation/Reconstruction en vue de la Reprise du Raffinage à la SONARA sous 24 mois). Doté d'une enveloppe pharaonique de 291,945 milliards de FCFA, ce plan est la première étape concrète du projet global de réhabilitation et de reconstruction de la raffinerie. L'objectif est clair : redémarrer le cœur industriel du pays, sa capacité de raffinage, dans un délai de deux ans.

Le Conseil s'est félicité des dispositions prises par la Direction pour mobiliser ces financements, tout en lançant un appel solennel : il a "exhorté le Gouvernement à accompagner la SONARA" dans cette quête de fonds. La réussite du PARRAS 24 n'est pas seulement une question industrielle ; elle est présentée comme le "gage de la souveraineté énergétique de notre pays".

Avec le PARRAS 24, la SONARA entre dans une phase opérationnelle décisive.
